A Minnesota-based commercial developer cleared another hurdle on its path to constructing a mixed-use project on 217 acres of north Phoenix land.

PRDC aims to build a 740-unit mixed-use project at the former Norristown State Hospital while MM Partners builds 116 apartments downtown.
